  • Local landlord Kent Staley is working to overturn a 1975 ballot measure that turned Flora into a home-rule City.


    For Staley the first step in that process is getting 341 people to sign a petition asking for the question as to whether to abolish home rule should be on the Nov. 2 ballot.

  • Local landlord Kent Staley is working to overturn a 1975 ballot measure that turned Flora into a home-rule City.
    For Staley the first step in that process is getting 341 people to sign a petition asking for the question as to whether to abolish home rule should be on the Nov. 2 ballot.
    Staley has just started the process that must be completed by Aug. 2 in order for the measure to appear on the ballot. There is another way that Staley could approach the matter, if he were to fail to get the more than 340 signatures that he requires.
    He could go to the Flora Council and and ask that a referendum be placed on the ballot. That would have to be done by Aug. 16.
    Staley says he currently has more than 40 signatures.
    Staley says that he wants to see the home rule ability of the City over turned because it gives the City to much of a reach to regulate and legislate activities in the City.
    “It gives the City an inordinate amount of power to do things most can’t do,” Staley said. “They can increase taxes above and beyond what normally can be done.”
    Another one of Staley’s complaints was that the City of Flora holds landlords accountable for their tenants unpaid electric bills. Staley said one of his tenants had left a $1,700 utility bill that he had to pay before the City would turn on the utilities.
    He also does not believe that the City should be inspecting rental properties.
    “They perform rental inspections,” Staley said. “This is the only county or city in the area with property inspection. Supply and demand will take care of any problems.”
    He said that if a landlord does not keep up his property people will not rent from them, and if they do it is their right to do so.
    “I can’t solve the worlds problems,” Staley said. “But I can start at home.”
